Cependant, l'analyse de l'organisation administrative et financière à travers son évolution depuis l indépendance jusqu à l'heure actuelle, telle qu'elle est exposée dans la première partie, fait ressortir son inadaptation continue, ceci a pour conséquence la faiblesse de l'aspect économique dans la gestion portuaire. Dans ce cadre, l étude de la deuxième partie met en évidence, la non insertion de l'espace portuaire dans la politique de développement économique, la faiblesse des activités portuaires commerciales marquées par le monopole, et l état de sous investissement caractérisant le secteur portuaire. La mise en œuvre d'une nouvelle politique portuaire devient impérative particulièrement avec l avènement des réformes économiques qui exigent la mise en place d'un mode de gestion portuaire souple, ouvert à la concurrence et encourageant la participation du secteur privé dans la gestion et le financement des investissements portuaires. | ||
| 330 | |a The algerian port space is the main factor expansion seeing that almost 70% of the transit exterior trade is conveying by ports. However, the analysis of the administrative and financial organisation throught its evolution from the independence until the present, as it is explained in the first part of this tesis, brings sets off the non conformation of the structure which shows the weakness of the economic sight in port management. The study of the second part of the tesis supports this conclusion: the non insertion of port space in the economic development policy, the weakness of commercial ports activities marked by monopoly, and the state of sub - investment characterising the port sector. The implementation of the new port policy has become imperative, particulary with the advent of economics reforms which demand the development of mode of flexible port management, opened with the concurrence and encouraging participation of the private sector in the management and financial of port investments. | ||
