| Résumé : | L objet du cours de Victoria Abellán Honrubia, Professeur à l Université de Barcelone, est l étude de la responsabilité internationale de l individu d après le droit international public. Le propos du Professeur Abellán Honrubia est d éclaircir dans quelle mesure les normes établissant la responsabilité internationale de l individu peuvent s intégrer de façon cohérente dans le système juridique international, et quelle est leur contribution au développement progressif du droit international. Pour ce faire, le Professeur Abellán Honrubia identifie les domaines du droit international public les plus directement concernés par l attribution de la responsabilité internationale de l individu : les normes qui établissent le statut de l individu en droit international. Le professeur Abellán Honrubia étudie ces normes en se référant tout d abord à la place que l individu occupe en droit international, ensuite aux principes généraux du droit public, et enfin en procédant à l étude de la responsabilité internationale de l individu dans le cadre des paramètres établis par la théorie générale de la responsabilité internationale (origine, contenu et application). The object of the course of Victoria Abellán Honrubia, Professor at the University of Barcelona, is to study the international responsibility of the individual according to public international law. Professor Abellán Honrubia proposes to clarify up to what point the standards for international responsibility of the individual can be integrated coherently in the international legal system, and what contribution they can make to the progressive development of international law. With this in mind, Professor Abellán Honrubia identifies the fields of public international law most directly concerned with the attribution of international responsibility of the individual: the standards which establish the status of the individual in international law. Professor Abellán Honrubia studies these standards while referring first of all to the place the individual occupies in international law, then to the general principles of public law, and finally examining the international responsibility of the individual within the framework of the parameters established by the general theory of international responsibility (origin, content and application). |
