Bien que le thème des droits de l homme y tienne une place centrale, il ne s agit donc pas d un cours sur les droits de l homme, mais d un cours sur la manière dont les droits de l homme irradient les autres domaines du droit international public. En examinant la plupart des grands champs du droit international, le juge Meron s attache à démontrer que l influence des droits de l homme n est pas resté confinée à un seul secteur du droit international, mais que son influence s est diffusée à de nombreux autres domaines, à des degrés divers. L humanisation du droit international public du fait des droits de l homme a déplacé l attention du droit international public de l État vers l individu. Le juge Meron procède à l étude de l impact des droits de l homme sur le droit international en sept chapitres. Il s intéresse ainsi successivement à l humanisation du droit de la guerre, à la criminalisation de la violation du droit international humanitaire, au droit des traités, à l harmonisation de la responsabilité de l État, aux sujets de droit international, aux sources du droit international, et aux institutions internationales. 
330 |a In his course, Theodor Meron, President of the International Tribunal for the Former Yugoslavia, sets out to study the influence of human rights on general international law. Although human rights are central to this course, this is not a course about human rights, but rather about the reforming effect that human rights have on other fields of public international law. By examining most of the general areas of public international law, the author attempts to demonstrate that the influence of human rights is not restricted to one single sector of international law, but that its influence has spread to many other parts, in varying degrees. The humanization of public international law under the impact of human rights has shifted its focus from being State-centred to individual-centred. The author proceeds to study the impact of human rights on public international law in seven chapters. He successively focuses on the humanization of the law of war, the criminalization of violations of international humanitarian law, the law of treaties, the humanization of state responsibility, subjects of international law, sources of international law, and international institutions.
