Il présente ainsi, dans une première partie, le cadre d analyse du droit international public qu offre la notion d équité. Dans une deuxième partie, il s intéresse aux droits dévolus aux personnes ou aux peuples. La troisième partie du cours du Professeur Franck est consacrée aux institutions et au rôle qu elles jouent en matière d équité (notamment le Secrétaire général de l ONU, le Conseil de sécurité et la Cour internationale de justice). Dans la quatrième partie, le Professeur Franck s intéresse au rôle du droit et des institutions dans la justice distributive (droit de l environnement, développement et commerce, droit de l investissement international). 
330 |a Taking the point of view that public international law is too rich and too complex a subject to be dealt with in its entirety within the framework of a general course on public international law, Thomas Franck, Professor at the University of New York, decides to focus on public international law from the perspective of fairness. In Part I of the course he presents an analytical framework of public international law which includes the concept of fairness. In Part II he develops the subject of fairness in empowerment of persons and peoples. Part III is devoted to the institutional powers and the part they play with respect to fairness (in particular the UN Secretary-General, the Security Council and the International Court of Justice). In Part IV Professor Franck discusses the role of the law and institutions of distributive justice (environmental law, development and trade, international investment law).
